我们这次代表大会是在这样情况下召开的:党的八届全国代表大会第二次会议闭幕不久;党的建设社会主义总路线已经确定;全国人民在总路线的鼓舞下,已掀起了一个波澜壮阔全面跃进的技术革命和文化革命高潮。我们卫生部门已经过了一年多的整风运动:反击了右派,火烧了保守浪费,横扫了三风五气之后,卫生工作的大跃进也已开始。在这样一种形势下召开这次会议是有着十分重大意义的。
Our congress was held under such circumstances: the second session of the Eighth National People’s Congress (NPC) has just concluded the second congress; the general line of building socialism in the party has been set; the people of our country, inspired by the general line, have set off a grand and comprehensive Leap forward in the technological revolution and the climax of the cultural revolution. Our health department has gone through more than a year of rectification movement: counterattacking the rightists, burning the conservative waste, and sweeping the atmosphere of three trends and five times, the great leap forward in health work has begun. It is of great significance to convene this meeting in such a situation.
