1996年,湘西州委召开了七届二次会议,审议通过了《关于加大扶贫攻坚力度的决议》,决心动员全社会力量,加大扶贫攻坚力度,坚决如期实现“八七”扶贫攻坚计划。那么,在这场攻坚战中,财政部门如何充分发挥自身的职能扶贫攻坚呢?笔者认为,扶贫攻坚需要大量的资金投入,根本的办法是广开财源、养鸡生蛋,管好财、用好钱,使有限的资金更好地发挥作用。为此,“九五”时期湘西州财政扶贫应走州、县、乡三大财源建设配套运转之路,完善体制与人才建设之路。
