滨江城市大多水资源丰富,但水质型缺水往往成为制约城市发展的重要因素。建设节水型社会是滨江城市破解水资源发展瓶颈的主要方法,而对节水型社会建设成果进行客观评价是开展相关工作的基础。根据滨江城市社会经济发展及水资源的特点,通过评价指标遴选,筛选出20个评价值,组成4个相对独立的评价指标模块,并选取层次分析法作为综合分析评价手段,构建滨江城市节水型社会评价指标模型。以江阴市为实例,应用所建立的评价体系进行了评价。结果表明江阴市节水型社会达到了优秀的水平。这与江阴市2015成为全国节水型社会示范区的实际情况一致,说明所构建的评价体系科学合理。
Riverside cities are mostly rich in water resources, but water-quality deficits often become an important factor restricting the development of cities. Building a water-saving society is the main method to break the bottleneck of water resources development in Riverside City. The objective evaluation of the achievements in building a water-saving society is the basis for carrying out relevant work. According to the social and economic development of Binjiang City and the characteristics of water resources, 20 evaluation values are selected through evaluation index selection to form 4 relatively independent evaluation index modules, and AHP is selected as a comprehensive analysis and evaluation method to build a waterfront urban water conservation Social evaluation index model. Taking Jiangyin City as an example, the appraisal system established by the appraisal was carried out. The results show that water-saving society in Jiangyin reached an excellent level. This is consistent with the actual situation of Jiangyin City in 2015 as a national water-saving society demonstration zone, indicating that the evaluation system constructed is scientific and reasonable.
