“圈子文化”作为一种腐败亚文化现象,并不鲜见。前不久,中央巡视组完成了对辽宁、山东、湖南、安徽4个省的“回头看”。从问题清单看,各地均有对上轮巡视反馈问题整改不到位的情况,其中,“小圈子”就是巡而未改的老问题之一。十八大以来,党中央严肃查处周永康、徐才厚、令计划、苏荣等严重违纪违法案件,针对暴露出的“团团伙伙”“山头主义”等触目惊心的问题,中央反复强调,
