随着卫生改革的深入,社区卫生作为基层卫生服务体系中的重要组成部分得到了发展和壮大。近年来对社区卫生服务的筹资机制的探索有两种提法,一是收支两条线,二是政府购买。对这两种筹资机制的探索,在全国范围内均开展了试点。但在试点过程中对这两种筹资机制,都存在不同的理解和做法。在进一步明确社区卫生筹资目的的前提下,对不同筹资机制的产生背景、不同的理解以及风险进行归纳和总结。 With the deepening of health reform, community health has been developed and expanded as an important component of grassroots health service system. In recent years, there are two ways to explore the financing mechanism of community health services. The first is the two lines of revenue and expenditure, and the second is the government’s purchase. The exploration of these two funding mechanisms has been piloted nationwide. However, there are different understandings and practices on these two funding mechanisms during the pilot program. On the premise of further clarifying the purpose of community health financing, the author summarizes the background, different understandings and risks of different funding mechanisms.
