第三产业价格,在价格管理中通常叫做收费。收费按其性质、内容和特点的不同,划分为行政性收费、事业性收费和经营性收费。这在法规中,最早最明确的提法见之于1987年9月11日国务院发布的《中华人民共和国价格管理条例》(见第5条“本条例所指价格包括:(一) 各类商品价格;(二)各种经营性服务的收费标准。”第36条“对行政性收费、事业性收费,物价部门应当根据国家的价格方针、政策进行管理和监督,并会同有关部门核定收费标准。”)
