随着社会主义市场经济的确立和拓展,必然要求职工教育与市场经济直接接轨,从原来适应计划经济体制转变为适应市场经济体制。以往的经验已经表明,排斥了市场的作用,职工教育缺乏活力,缺乏动力。市场的作用,在于通过权力、责任、利益和风险的结合,调动企业、职工及职工教育部门的积极性和创造精神,通过市场需求有效地引导职工教育资源和要素的合理配置。充分发挥市场机制的作用,是促进职工教育发展的可靠保证。
With the establishment and expansion of the socialist market economy, it is inevitable that the education of staff and workers should be directly linked with the market economy and be transformed from the planned economic system originally adapted to the market economy.
