房地产调控的目标是为了满足广大人民群众的住房需求,但在具体操作过程中,由于各自利益不同,如对房价、地价的定位看法就不尽一致。因此政府各部门和房地产开发企业要统一认识,顾全大局,要从房地产可持续发展高度分析、研究和解决发展过程中的问题,保持我市房地产市场持续、稳定、健康发展。做到房地产供求总量基本平衡,价格增幅合理,尤其是多层普通住宅,房价必须与居民收入水平相适应;房源结构基本合理,能满足各层次群体的需求;房产交易活跃、规范,使房地产业真正成为宁波的经济社会发展新的经济增长点。 (一)采取切实措施,保持房地产市场供需总量平衡
