在科学技术飞速发展的当今世界,技术贸易已成为商品贸易中的极为重要的组成部份。而技术的输出与引进,又是技术贸易中的相辅相成的两个方面。世界各国在引进别国先进技术的同时,为扩大国际市场,都竟相采取鼓励本国人将其发明向外国申请专利的战略决策。甚至象日本这样一些靠引进技术立国的国家,近年来也竭力向外输出专利技术,以期扭转进出口不平衡的局面。例如日本仅在一九七九年前,就向美国这一个国家申请过专利14,009件。可见,技术的输出与引进,在国际经济交往中,两者是不可偏废的。
In today’s world of rapid development of science and technology, technology trade has become an extremely important part of commodity trade. The output and introduction of technology are two complementary aspects of technology trade. While countries in the world are introducing advanced technologies from other countries, in order to expand the international market, they have taken a strategic decision to encourage local people to apply their inventions to foreign patents. Even countries such as Japan, which rely on the introduction of technology to establish a nation, have endeavored to export their patented technology in order to reverse the imbalance between imports and exports. For example, Japan only applied for 14,009 patents to the United States before 1979. It can be seen that both the output and the introduction of technology cannot be neglected in international economic exchanges.
