1 前言 淮河中游一直是淮河治理的重点和难点,淮河干流淮滨至正阳关段河工模型试验范围属淮河中游上段,此段范围内汇入支流较多,河道及行蓄洪区形态复杂,突出的矛盾是洪水来量大,河道泄洪能力小,每遇稍大洪水,两岸湖泊洼地即成为洪水滞蓄回旋的场所,行蓄洪区进洪频繁。根据淮河综合规划,此段需扩大行洪通道,实施退堤方案治理。为分析淮河中游退堤效益,我们在淮河干流淮滨至正阳关段河工模型完成正阳关以上退堤方案的基础上,做了与现状试验相同的恒定流试验和1982年型洪水、1956年型洪水等多组试验。本文把已有的现状资料与退堤后试验成果进行对比,借此来分析淮河中游退堤效益。
