当前我国正处在改革发展的关键时期,经济体制的深刻变革,社会结构的深刻变动,利益格局的深刻调整,思想观念的深刻变化。这“四个深刻变化”的客观现实,要求我们深刻认识我国发展的阶段性特征,以科学发展观为指导,居安思危,科学谋划,着力把握好新时期信访工作的几个关键问题,努力构建社会主义和谐社会。
