焦作市国税局认真贯彻国务院“两条例一决定”通知精神,“纠”“查”并举,“清”“废”同行,切实“减负治乱”,成效显著。今年6-9月份,该局共清理收费性文件13份,公布废止执行12份;累计清理收费项目8类34种,已停止收费项目6类32种;税务检查做到了事实清楚,证据确凿,手续完备,文书使用规范,乱罚款现象已基本杜绝。 接到国务院有关通知后,该局积极行动,专门召开全市国税系统各基层局一把手会议,认真学习省人大关于“两条例一决定”贯彻执行情况检查评议的实施方案,全面领会文件精神,强调从讲政治的高度统一思想,提高认识,服从大局,认真做好“减负治乱”的自查自纠。在具体的工作中,该局实行市、县(区)两级一把手上作负责制,对内层层保证,对外层层承诺;同时,还普遍采用“开门评税”、邀请人大代表实施工作监督、执法检查等灵活有效的方式,确保工作落实到位。
