自从一百多年前第一辆汽车在路上行驶以后,安全、环保等方面的汽车法规也很快随之产生,而且这些法律规章当时仅应用于各国内部。在这之后,当汽车成为可以跨越国界的国际化商品之后,对于标准化、国际化的汽车法规的需求日益强烈。上世纪六七十年代诞生了世界上第一个被广泛接受的国际化汽车法规。这个法规系统后来得到了长足的发展。今天,一套成熟的国际化汽车法规系统以及相关的认证机构已经在世界上很多国家和地区建立起来。尽管汽车的保有量和总行驶里程持续高速增长,但法律规章体系本身也在不断更新、修正,从而跟上不断进步的科技。它将对人类环境的保护提高到一个很高的水平上,从交通事故的数字统计上已经可以看到它给我们带来的好处。未来的法规应在科学研究的基础之上更加合理,更加注重国际协调。中国应该更多、更主动地参与到国际组织(如UN WP29),制定新法规的工作中去,从而实现用户、环境和汽车工业的共同利益。
Since the first car traveled on the road more than 100 years ago, laws and regulations on safety and environmental protection soon emerged. At the time, these laws and regulations were only applicable to all countries. After that, as cars became internationalized goods that crossed national borders, the need for standardized and international automotive regulations grew. The sixties and seventies of last century gave birth to the world’s first widely accepted international automobile laws and regulations. This regulatory system has since come a long way. Today, a mature international automotive regulatory system and related certification bodies have been established in many countries and regions around the world. Although the car ownership and total mileage continue to grow rapidly, but the legal system itself is constantly updated, amended to keep up with the technology of continuous improvement. It will raise the protection of the human environment to a very high level, and we can see the benefits it has from the digital statistics of traffic accidents. Future laws and regulations should be more reasonable on the basis of scientific research and pay more attention to international coordination. China should participate more and more actively in the work of international organizations (such as UN WP29) and formulating new laws and regulations, so as to realize the common interests of users, the environment and the automobile industry.
