福建,八山一水一分田。福建,依山傍水风光旖旎。但是,独特的地形地貌,既对交通发展提出更加迫切的要求,又大大增加了交通发展的难度。同样一条公路,在平原地区可以顺畅铺设,在福建省却要筑桥跨越天堑、钻洞穿破壁垒,工程造价大大高于平原地区。而且,为避免深挖高填、保护环境,福建省普通公路特别是山区公路,大多因形就势建设,路线走向蜿蜒起伏,因此对安全通行提出了更高要求。
