“文化外交”是指围绕国家对外关系的工作格局与部署,为达到特定目的,以文化表现形式为载体或手段,在特定时期、针对特定对象开展的国家或国际间的公关活动。“文化外交”的突出使命就是在推动国家关系发展的进程中,发挥锦上添花或雪中送炭的作用。文化是交流情感、沟通心灵的最佳手段,有着人们喜闻乐见、易于接受的丰富表现形式,在满足人们精神上享受的同时达到潜移默化的效果。
