目的:鉴别、分类和考察基于健康绩效的医疗技术支付计划。方法:通过收集、复习近10年来(1998年至2009年)在数据库、网络公开发表的文献、灰色文献以及一些基于健康绩效支付计划的文献。根据时间、执行情况、健康结果来归纳主题,进而对计划的类型进行分类。结果:在我们搜索的范围内,已经涉及34个有覆盖面的证据发展计划,10个有条件的继续治疗计划,以及14个与绩效挂钩的支付计划。该计划在欧洲和澳大利亚大部分地区以及加拿大和美国呈现增长趋势。结论:这些计划有可能改变医疗技术支付与定价的前景,但是也将面临重大挑战,包括高交易成本和信息系统的不足,可能会限制其远期效果。有必要对有关实施计划的经验和成果进行进一步研究。
OBJECTIVE: To identify, classify and investigate medical technology payment plans based on health performance. METHODS: By collecting and reviewing the literature published in the database and online in the past 10 years (from 1998 to 2009), gray literature and some literature on health performance payment plans. According to the time, performance, health outcomes to summarize the theme, and then the type of plan classification. Results: Within the context of our search, we have covered 34 evidence-based development plans with coverage, 10 conditional on-going care plans, and 14 performance-related payment plans. The program presents a growing trend in most parts of Europe and Australia, as well as Canada and the United States. Conclusion: These plans are likely to change the outlook for payment and pricing of medical technologies, but will also face significant challenges, including high transaction costs and inadequate information systems that may limit their long-term impact. There is a need for further research on the experiences and achievements regarding implementation plans.
