国家劳动保障部《劳动和社会保障事业发展第十个五年计划纲要》中提出“加强劳动和社会保障科学研究和科研成果推广工作,逐步建立起理论研究、政策研究和应用研究相结合的劳动和社会保障科研体系。”及“加强科研工作的主动性和前瞻性,抓住劳动和社会保障领域亟待研究解决的重点、难点问题,加强综合性、关键性重大课题的研究,为决策科学化提供支持,推动劳动和社会保障事业的发展。”社会保障工作是一项“关乎国运,惠及子孙”的政府首要任务和积德的大事业。社会保障理论的研究意义,就在于探索社会保障发展的一定规律,研究社会保障事业发展所需的前提条件,并提出科学合理的政策意见和实施方案,促使我们能够较顺利地取得社会保障工作的成效和业绩,那么,我们的社会保障事业就辉煌。因此,本刊特辟栏目《课题调研》,专门刊登我省劳动保障事业的课题调研文章,欢迎大家踊跃投稿。目前,省劳动保障厅与省社科联的联合课题组(福建省社会保障课题组),已经取得了阶段性的重大研究成果,并编撰成册《福建社会保障研究》。这是省厅有史以来较为系统,完整和全面地回顾我省社会保障的历史进程,分析社会保障发展面临的形势和存在的问题,提出科学合理的政策措施和建设意见,进一少描绘我省社会保障事业的发展蓝图。本期将《福建社会保障研究》一书的内容简要介绍给大家参考。
