每立方米的气价上调0.03元牵动了川渝地区的支柱性产业,也启发人们去探求其中蕴含的实质性问题。在天然气上下游一体化的发展链条中,资源是基础,管线是联系上下游的组带,价格是整个系统能否经济运作的关键。对气价和下游用户(特别是作为用户主体的工业用户)的承受能力问题不进行认真求实的论证,或者认为可以在管线建成之后再讨论,都将埋下重大隐患。降低天然气的成本,可以首先开采丰度最高、成本最低的气田,使进入管线前的井口价有所降低。因此,今后应将天然气勘探开发的重点移向我国中部和已铺设管线的两侧。从政府来说,一方面积极协调上下游各方面的利益,一方面大幅度减低天然气上下游企业的税赋,特别是在其发展的初期给予经济上的扶持,将是一条可行的办法,也符合持续发展的长远利益。此外,还可以考虑将化工和发电企业适当移近气田以缩小管输距离,以及通过环保立法,将污染带来的环境影响计入企业生产成本,从而促进天然气的消费。
A price increase of RMB 0.03 per cubic meter affects the pillar industries in Sichuan and Chongqing and inspires people to explore the substantive issues contained therein. From the government’s point of view, on the one hand, it will be a feasible solution to actively coordinate the interests of all parties in the upper and lower reaches while greatly reducing the tax burden on the upstream and downstream natural gas enterprises, especially in the early stage of its development In line with the long-term interests of sustainable development. In addition, chemical and power plants may also be considered appropriate to move closer to the gas fields to reduce the pipe-to-pipe distance and to promote natural gas consumption through envi- ronment-based legislation that takes the environmental impact of pollution into production costs.
