公共管理服务价值是公共管理主体利用其所掌握的资源向社会提供服务,利用服务的提供这一载体满足民众这一价值评价主体需要的一种精神状态和现实行为。由公共管理主体公仆意识的淡化、公共管理主体良好服务能力的缺乏、公民价值评价主体地位的旁落等三方面所标示,服务价值在当代中国公共管理中处于一种非核心的境地。型塑当代中国公共管理中服务价值的核心地位,可以从从属价值的确立、宪政建设的促进、价值评价体系的重构等三方面着手。
The value of public management services is a kind of mental state and realistic behavior that the public management entity uses its resources to provide services to the society and uses the service to provide the carrier to meet the needs of the masses. It is marked by three aspects: the public servant’s awareness of public servant’s desalination, the lack of good public service’s ability of service, and the citizenship of the citizen’s value appraisal. The value of service is in a non-core position in contemporary Chinese public administration. The core position of service-oriented modern public management in China can start with the establishment of subordinate value, the promotion of constitutional construction and the reconstruction of value evaluation system.
