近年来,云南省怒江军分区官兵综合素质得到明显提高,85%的干部拿到了本科以上文凭,95%的士官参加了自学考试、函授学习,干部、战士逐步由单一型人才向复合型人才转变。这是该军分区党委“一班人”在科技练兵、打造学习型军营、开展读书成才活动中作表率、带好头、引好路,积极引导官兵扎扎实实地学知识、用知识的结果。过去,由于该军分区地处怒江大峡谷,交通落后、信息闭塞,官兵普遍感到环境艰苦,远离上级首长机关,没有什么发展前途,抱着“做一天和尚,撞一天钟”的思想,导致各项工作在低层次徘徊;加之部队大都在边防一线执勤,外出学习的机会少,作为部队的领头雁,如何立足实际开展好读书成才活动,打造学习型军营,引起了党委“一班人”的深思。
