一九五五年第一季计划已经部批准下达各企业。本季计划的各项主要产品的产量均超过报部的年计划草案中的第一季计划。并且除生铁和冶金焦因修理进间的增加等原因而较去年第四季略减少外,其他主要产品都超过了去年第四季的水平。「一年之计在于春」,第一季计划完成的好坏,对全年计划的完成影响很大。去年计划之所以完成的好,是与各企业认真贯彻了中央关于「第一季生产水平不能低于去年第四季水平的」指示,在年前就抓紧作好生产准备工作,从而超额的完成第一季计划分不开的。根据统计,去年第一季各项主要产品均达到年计划的25%至27%,这样就确切的保证了年计划的完成,并为以后几个季计划的完成创造了条件。在汇审第一季计划中,我们觉得有以下几个问题需要提出;
