1.转变证券市场发展战略,理顺股票与企业债券二者之间的关系。二者互补共同发展,较之单一券种市场片面发展,更有利于加强证券市场的稳定性和抗冲击能力。股市的低迷使政府近期公开向社会公众征集国有股减持方案,这也表明政府进行国有股的减持,并不希望以牺牲股市为代价。既要搞好减持,又要维持股市平稳,要做好二者的平衡,债券是一种很不错的工具。
