上海市公路处重视、支持乡村公路建设,几年来取得了明显成效。该处根据上级有关文件精神,参照四川、山西等地依靠群众实行“民工建勤、民办公助”的政策修筑公路的经验,结合上海市郊公路建设的实际情况,于1983年7月,在松江县进行试点,1984年建成了第一条长11公里的乡村公路,接通了沪松干线公路,沟通了城乡关系,使单一封闭的农村经济迅速转变为农、工、商综合型经济,加速了商品经济的发展。自此,该处制订了《上海市郊乡村公路建设及管理试行办法》,于1985年起推广。
