陕西省地处我国内陆腹地,东与山西、河南省为邻,西连甘肃省和宁夏回族自治区,南与湖北、重庆、四川省(市)相接,北接内蒙古自治区。陕西是连接我国东部和西北、西南的交通要地。北部为陕北黄土高原,中部为号称“八百里秦川”的关中平原,南部为陕南秦巴山地三大区域。在地貌类型上高原占45%,山地占36%,平原占19%。秦岭呈东西走向将全省分为黄河、长江两大水系,黄河流域约占64.5%,长江流域约占35.5%。随着国家西部大开发战略的实施,加快中西部地区发展,向基础产业和基础设施倾斜,为陕西省农村公路发展提供了历史机遇。尤其2006-2008这三年,可谓陕西省农村公路建设历史上发展最快、成效最显著的时期,实现了跨越式发展,取得了较大的成就,为农村经济发展和农村广大人民群众的生产、生活提供交通保障。在农村公路建设过程中,陕西省交通厅始终将质量作为农村公路建设的核心,秉承“好字当头、质量为先”的方针,以开展“农村公路建设质量年”活动为主线,严格质量标准、加强质量过程控制、严格质量监管、严格质量问题追究,走出了一条既快又好发展农村公路的路子。

In particular, the three years from 2006 to 2008 are indeed the fastest-growing and most significant periods in the history of rural road construction in Shaanxi Province.
