At a hearing held in Washington, DC, on March 1, 1990, some witnesses strongly advocated the re-examination of the act to ease the earthquake disaster. The hearing was convened by Doug Walgren, the Pennsylvania Democrat, the chairman of the Scientific Research Technical Subcommittee of the House of Representatives’ House Science Space Technology Committee. The current act will expire on September 30, 1990. The earthquake budget for the 1991 fiscal year required $ 73.7 million, including $ 35 million from the United States Geological Survey, $ 24.7 million from the National Science Foundation, $ 13.4 million from the Federal Emergency Management Agency and 525,000 from the National Institute of Standards and Technology Dollars. The total budget for the project in 1977-1989 was greatly reduced: from 94.4 million to 66 million. The final appropriation for earthquake disaster mitigation legislation in fiscal year 1990 was $ 64.4 million.
