分权是中央政府将权力正式转让给行政管理和行政区域等级中的下一级行动参与者和机构的任何一种行为。将分权及其多种不同形式与其它相似的改革区别开来是很重要的,从而可以有效地设计、实施和评估分权改革。
Decentralization is any act by which the Central Government formally transfers power to participants and institutions at the next level in the administrative and administrative levels. It is important to distinguish between decentralization and its many different forms and other similar reforms so that decentralization reforms can be effectively designed, implemented and evaluated.
