目前,国有企业改制工作进入了关键时期,推进中各种矛盾交织凸显,工作难度很大,如不能尽快统一认识,完善政策,大力推进,北京市的国企改革难免失去主辅分离改制的政策机遇期,大量国有企业在产权意义上的真正改造将难以实现。以下就此问题谈几点看法:
