黔东南民族经济发展的现状,相对其他发达地区而言,是较为缓慢与落后的。究其原因,除了自然环境和历史落后遗留外,重要的一点是一个认识与发现的问题。我认为在看到贫穷与落后的同时,我州民族经济的发展也同样具有优势。勿庸置疑,只有认识和发现优势,抓住优势,利用优势,发展优势,才是加速我州民族经济发展的关键之举。 一、决策自主的优势为黔东南州民族经济发展奠定了坚定的法律政策基础。 1、法律赋予自治州的自主决策权。 黔东南是全国三十个少数民族自治州之一,有着比别的地区优越的条件就是受《中华人民共和国民族区域自治法》的保护,拥有许多别的地区没有的自主权利,尤其是自主决策权。《民族区域自治法》规定:“民族自治地方的自治机关根据本地方的情况,在不违背宪法和法律的原则下,有权采取特殊政策和灵活措施,加速民族自治地方经济、文化建设事业的发展”。“上级国家机关的决议、决定、命令和指示,如有不适合民族自治地方实际情况的,自治机关可以报经该上级国家机关批准,变通执行或者停止执行”。《民族区域自治法》特别是在经济建设方面给予自治地方更多更详细的自主权,使自治地方在经济建设中更能放开手脚,加速发展。《自治法》规定自治地方可以“自主地安排和管理地方性的经济建设事

The Law of Regional National Autonomy stipulates: “Autonomous agencies in ethnic autonomous areas shall have the right, under the principle of local conditions, not to violate the Constitution and laws, to take special policies and flexible measures to speed up the economic and cultural construction in ethnic autonomous areas development of”. “If a resolution, decision, order or instruction of a higher state organ is not fit for the actual conditions in a national autonomous area, the organ of self-government may report to the higher state organ for approval, modification, or ceasing execution.” The Law on Regional Ethnic Autonomy, in particular, gives more and more detailed autonomy to autonomous areas in economic construction so that autonomous areas can be more liberal and speed up their economic development.
