2015年是“十二五”收官之年,也是“十三五”谋划之年。我国磷复肥/磷化工行业是典型的资源型产业,面临资源贫化匮乏、传统工艺物流能流合理性不足、产品品种档次不高且功能单一、副产物难以综合有效利用、产能过剩等政策、技术等问题,严重制约产业提质增效,成为磷复肥/磷化工产业转型发展的瓶颈。国家提出以资源产业转型发展的重大需求为导向,加强资源产业战略性关键创新技术研发,改革资源产业发展模式,以推动资源产业健康发展。
