1990年4月,中共中央、国务院作出了开发、开放浦东的重大战略决策,这不仅为上海发展外向型经济,迎接腾飞,展示了十分光辉的前景,而且对牵动长江三角洲,长江中下游地区的改革开放和经济振兴,起着“龙头”的作用。以上海浦东为“龙头”的“长江经济带”的建设、形成与发展,将是我国跨世纪的伟大工程。本文试图从流域腹地与港口城市关系的角度,阐述开发湖南与浦东开发的关系,提出组建长江中下游经济圈的设想。
In April 1990, the CPC Central Committee and the State Council made major strategic decisions on the development and opening up of Pudong. This not only provided a bright future for Shanghai to develop its export-oriented economy and took off, but also affected the development of the Yangtze River Delta and the middle and lower reaches of the Yangtze River Reform and opening up and economic rejuvenation, plays a “leading” role. The construction, formation and development of the “Yangtze River Economic Belt” with Shanghai Pudong as its “leading” will be a great project of our country’s cross-century. This article attempts to explain the relationship between the development of Hunan and Pudong from the point of view of the relationship between the hinterland of the basin and the port city and proposes the idea of establishing the economic circle of the middle and lower reaches of the Yangtze River.
