日本是个多山的国家,山地丘陵约占全国面积的80%,平原只占15%;而且资源贫乏,绝大部份工业原料和燃料要从海外进口,其工业产品的市场,也在很大程度上依赖海外,这些对发展现代工业无疑是不利的。但另一方面,日本又是个四面环海的岛国,海岸线长达三万七千多公里,拥有一百多处天然良港,而且平原低地、主要城市和港口多半集中在太平洋沿岸,这就为日本充分利用沿海发展现代工业提供了有利条件。
