高校学生申诉制度作为高校内部的一种行政纠错机制,以学校对学生的特殊行政关系为基础,具有准行政复议的性质。当前,高校学生的校内申诉制度还存在制度设计不规范不合理、申诉的程序不明确、校内申诉制度运行较差以及对参与学生申诉过程的人员没有执行回避原则等问题,导致制度运行中出现价值偏离。
