莆田市位于福建东南沿海,地理位置和气候条件特殊,台风、洪涝、地质灾害频发,防汛责任重大。自2009年建设的莆田市防汛指挥决策支持系统投入运行以来,在防汛减灾中发挥了积极作用。随着GIS技术开发运用领域的拓展,建立基于GIS的莆田市防汛指挥决策支持系统,为防汛会商决策提供有效及时的科学依据,具有十分重要的意义。该文提出基于GIS的莆田市防汛指挥决策支持系统建设框架思路,供参考。
Putian City, located in the southeast coast of Fujian, special geographical location and climatic conditions, typhoons, floods, frequent geological disasters, flood control major responsibility. Since the flood control and decision support system of Putian City which was constructed in 2009 has been put into operation, it has played an active role in flood control and disaster reduction. With the development of the field of GIS technology development and application, it is of great significance to establish the flood control decision support system of Putian City based on GIS to provide an effective and timely scientific basis for flood control consultation. This paper proposes a framework of flood control decision support system based on GIS in Putian city for reference.
