党中央有关部委财务部门,国务院各部委、各直属机构财务部门,全国人大常委会办公厅、全国政协办公厅、高法院、高检院、有关人民团体财务部门,新疆生产建设兵团财务局: 为方便中央单位开展政府采购招标业务,财政部进行了中央单位政府采购招标业务代理机构登记备案工作。已于2002年5月公布了第一批机构名单(详见《中央单位2002年政府采购计划》附表二)。近期,又有一部分招标机构提出申请,经审核,符合登记备案标准,具有国家有关部门颁发的招标资质证书,现将第二批获准登记备案的2002年中央单位政府采购业务代理机构正式公布。对缺乏独立组织招标经验的采购项目,中央单位可以将招标事务委托获准登记备案的政府采购业务代理机构承办。 附表:已获准登记备案的2002年中央单位政府采购业务代理机构(第二批)基本情况一览表
Financial departments of the relevant ministries and commissions under the Central Government, finance ministries and commissions under the State Council, financial departments directly under the State Council, the General Office of the NPC Standing Committee, the General Office of the CPPCC National Committee, the High Court, the Supreme People’s Procuratorate, the financial departments of relevant people’s organizations and the Finance Bureau of the Xinjiang Production and Construction Corps: It is convenient for the central unit to carry out the government procurement bidding business, and the Ministry of Finance has conducted the registration and filing of the agency agencies of the government procurement bidding of the central unit. A list of the first agencies was released in May 2002 (for details, see Schedule 2 of the Central Government’s Government Procurement Plan 2002). Recently, there are also some bidding agencies to apply, which are audited and meet the registration and filing standards. They have the bidding qualification certificates issued by the relevant state departments. The second batch of central government agency procurement agencies officially approved for registration and filing in 2002 is now officially announced. For procurement projects that lack the bidding experience of an independent organization, the central unit may undertake the commissioning of government procurement agencies that are allowed to register for the bidding affairs.
