7月22日,国家信息化领导小组第三次会议在北京召开。中共中央政治局常委、国务院总理、国家信息化领导小组组长温家宝主持会议并做了重要讲话。会议讨论了《关于加强信息安全保障工作的意见)》,听取了国家信息办关于电子政务建设的工作汇报。温家宝总理指出,当前的信息化建没要着力抓好四个方面的重点工作:一是大力推广应用信息技术。二是加强信息资源开发利用。三是抓紧推行电子政务。四是切实加强信息安全保障工作。关于信息安全保障,会议提出了“坚持积极防御、综合防范的方针,在全面提高信息安全防护能力的同时,重点保障基础网络和重要系统的安全。完善信息安全监控体系,建立信息安全的有效机制和应急处理机制”。这次会议,国家首次将信息安全问题进行整体研究,显示出信息安全在信息化建设中起着越来越关键的作用,预示着信息安全已成为我国信息化发展中的一个重要组成部分,它透露出一个强烈信息:国家将全面启动信息安全建设。
