经济技术开发区具有“三资”企业相对集中、外来人口流动频繁、城市基础建设设施比较完备、政策优惠的显著特点。随着我国改革开放的不断深入和我国加入世贸组织后“入世效应”的进一步显现,沿海、沿边城市经济技术开发区的建设必将面临诸多机遇与挑战,开发区公安队伍也同样面临着严峻的考验。如何造就一支适应开发区未来发展要求,担当起保卫经济发展重担的高素质公安队伍,是摆在开发区公安机关面前一项艰巨的系统工程,也是公安机关自身建设发展过程中所面临的新课题。
