党的十八届四中全会强调:党的领导是中国特色社会主义最本质的特征,是社会主义法治最根本的保证;全会明确了全面推进依法治国的重大任务。这是在新的起点和高度上,面对新的任务所作出的新的重大决策,必将起到推动党和国家历史性发展的作用,成为党和国家改革发展的又一个历史里程碑。基层党建工作是党的组织建设的重要环节,是基层单位完成各项任务、促进单位全面建设的重要保证。
The Fourth Plenary Session of the 18th CPC Central Committee emphasized that the party’s leadership is the most essential feature of socialism with Chinese characteristics and the most fundamental guarantee for the rule of law in socialism. The plenary session has made clear the major task of comprehensively promoting the administration of the country according to law. This is a new starting point and a new height in decision-making on new tasks. It will surely play a role in promoting the historical development of the party and the country and become another historic landmark in the party’s and state’s reform and development. Party building at the grassroots level is an important part of the party’s organizational construction and an important guarantee for grassroots units to accomplish various tasks and promote the building of an all-round unit.
