In the international relations studies, some liberalists realized the problems existing in neorealism, such as Helen Milner who questioned the meaning of anarchy in the international politics. However, Milner overlooks that the common interests, laws and institutions take effects not effectively enough, and thus they will not necessarily lead to international cooperation.
