上个世纪八十年代,我国开始了经济领域改革开放引导的整个社会的巨大改变,由此我国现代化建设快速推进。而我国民办社会工作机构的发展具备国家社会建设的需要、党和政府的重视、社会工作专业人才教育快速发展、国外及港台相关经验借鉴等有利条件,又存在法律法规制度不完善、机构资金来源渠道单一、缺乏应有的社会公信力以及当前民办社会工作机构的专业化水平和管理水平相对较低等制约因素。因此在机构的发展过程中要充分利用有利条件,同时又要有针对性的化解各种制约因素,是推动民办社会工作机构发展的合理途径。

Therefore, it is necessary to make full use of the favorable conditions in the development of the institution while at the same time solving the various restrictive factors pertinently, which is a reasonable way to promote the development of the working organization of privately-run society.
