调研是各行各业采集信息的重要途径和方式。基于调研所作的相关判断,是决策部门制定政策、解决问题的重要参考,也是各级管理部门实施工作计划、实现有效调控的主要依据。因此,调研一定要从实际出发,客观真实地反映调研对象的历史、现状以及发展趋势。然而由于种种原因,调研及其相关判断中常会出现失误,导致调研成果不全面、不准确,甚至虚假不实,对人们认识事物本质以及决策机构制定政策等造成干扰。
Research is an important way for all walks of life to collect information. Based on the relevant judgments made by the judgments, is an important reference for policy-making departments to formulate policies and solve problems, as well as the main basis for the management departments at all levels to implement work plans and achieve effective regulation and control. Therefore, the research must proceed from reality and objectively and truly reflect the history, status quo and development trend of the research object. However, due to various reasons, mistakes often occur in the research and its related judgments, leading to incomplete, inaccurate and even false investigation results, interfering with people’s understanding of the nature of things and the formulation of policies by decision-making bodies.
