近日,大丰市人民政府下发了《关于推进普遍开展工资集体协商工作的实施意见》文件。文件要求,凡已经建工会和新建企业,在开业一年内都要建立工资协商机制;目前尚未建立工资协商制度的,在年内要全部建立工资协商制度。文件明确,普遍开展工资协商,要强化责任,实行一把手负责制。由各镇(区)、各部门主要负责人负总责。要强化工资指导线的作用,逐步减少下线、扩大中上线在企业执行中的比例。通过工资协商,保证一线职工工资增长高于企业平均工资增长率。文件还明确,在完善普遍开展工资协商推进制度中,政府要主导。要把普遍开展工资协商作为实现职工收入正常增长的重要措施,纳入各级党政工作年度目标和绩效考核内
