当前,我国劳动力市场面临摩擦性失业、新增劳动力和农村劳动力转移的三重压力,就业环境相当复杂。“9+3”学生的就业问题因其不仅事关该教育计划的成败,而且事关藏区的稳定和发展,显得尤为突出和紧迫。因此,探讨、分析和解决“9+3”学生的就业困境值得高度重视和深入研究。一、研究背景四川藏区“9+3”免费职业教育计划(简称“9+3”计划)是政府每年组织藏区初中毕业生和未升学的高中毕业生到内地免费接受三年中等职业教育。此举是四川探索少数民族地区教育事业发展的一个创举,也是“职教攻坚十年计划”的深化和拓展,是推进藏区长治久安和跨越式发展的重要动力,其积极的社会效应正逐步扩大和显现出来,此计划逐渐在其他民族和其他地区开始实施。
