提起中国公立医院改革,就要从2005年开始的医改争论讲起。医改争论有两大思路。一大思路是政府主导派,主张政府对医疗卫生进行全环节、全天候、全方位的管理。这个主张的代表人物包括北京大学的李玲教授、国务院发展研究中心的葛延风等。这派见解实际上代表了卫生部某些主流人士的主张,特别是政策法规司的一些人。主要的政策措施包括基本药物制度、收支两条线、药品零差率,等等。另一大思路是市场主导派。我是这个思路
Mention the reform of public hospitals in China, we must start from 2005 debate on health care reform. There are two major ideas for the debate on medical reform. One of the major ideas is that the government dominates and advocates that the government should conduct all-round, all-weather and all-round management over medical and health care. Representatives of this idea include Professor Li Ling from Peking University and Ge Yanfeng from the State Council Development Research Center. This insight actually represents the views of some mainstream ministries of the Ministry of Health, especially those of the Department of Policy and Law. The main policy measures include the basic medicine system, the two revenue and expenditure lines, the drug zero slip rate, and so on. Another big idea is the market leader. I am this idea
