政府公共投资项目是指使用财政资金、融资以及使用国际组织和外国政府资金,主要投向关系社会公共利益、公共安全的基础设设项目和公共事业项目。由于公共投资项目具有投资数额较大,社会关注度较高,与群众生产、生活密切相关等特点。一旦项目建设成本得不到有效控制,将导致国有资金损失浪费。因此加强对公共投资项目成本的控制,提高财政资金得到有效利用是十分重要的。
