社会主义市场经济体制目标的确立,把我国的改革开放事业推向了一个新的阶段。攻坚碰硬、用新体制取代旧体制已经成为这一阶段的基本特征,围绕着党的十四届三中全会所提出的建立社会主义市场经济体制的基本框架和具体的任务、目标,各项改革将全面推进。随着改革形势发生的变化,适应新阶段的要求,在改革指导思想、方法、步骤上也要作相应的调整,不能再简单地照搬过去成功的经验和作法,必须不断解放思想,抓住机遇,勇于探索,适时推进,在实践中应注意把握住几个重要原则。
