第八次全国冬期施工会议,1990年9月10日至14日在新疆乌鲁木齐市召开。“三北”地区的12个省、市和国家4个部委的大专院校、设计、施工及科研单位的132名代表出席了会议。由于“三北”地区每年约有5～7个月的冬施期,冬施任务占全年的30%～50%。因此,冬期施工技术得到了普遍的重视。在总结多年冬施经验的基础上,不断发展冬期施工的成套技术,加强技术立法,逐步实现冬期施工技术标准化、规范化。这次会议的中心议题是:1.交流冬期施工经验,大会宣读论文22篇,包括PDCA全面质量管理和微机控制的专家管理系统;工频涡流及线圈电磁感应加热法、综合蓄热施工法、掺防冻剂冷负温抹灰、屋面冷防水施工等。2研讨综合蓄热法施工规程和工频涡流法等施工规程。3讨论审查混凝土防冻剂国家标准。为使冬期施工技术提高到一个新的水平,急待解决-30℃下50mm以上厚钢板焊接问题,研制高功效、少掺量复合防冻剂,开发冬期装修技术和高效防水技术,提高混凝土及砂浆的粘接力,以防止墙面瓷砖的脱落。
