企业是自主创新的主体,企业自身对知识和技术的掌握、应用和创新的能力,决定着企业的市场竞争力。企业的创新能力不提高,我国的整体创新能力就不可能增强,党的十六届五中全会关于“推进产业结构优化升级”的战略目标就难以实现。全面增强自主创新能力被写入《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》也充分说明,自主创新将成为我国“十一五”时期经济社会发展的一件头等大事。那么,政府在企业自主创新中该扮演什么样的角色呢?自治区政府办公厅韦绍行同志对此做深入研究后,形成了《政府要写好引导企业自主创新10篇“文章”》一文。自治区主席陆兵,自治区党委副书记、自治区常务副主席郭声琨,时任自治区副主席张文学阅文后分别对此作出批示,指出该文有特色,有鲜明的观点,能启发思维,具有指导意义。本刊现摘要刊发此文,供广大读者特别是全区各级领导干部学习参考。
Enterprises are the main body of independent innovation, enterprises own knowledge and technology mastery, ability to apply and innovate, determine the market competitiveness of enterprises. The innovation capability of enterprises is not improved, the overall innovation capability of our country can not be enhanced, and the strategic target of “promoting the optimization and upgrading of industrial structure” at the Fifth Plenary Session of the 16th CPC Central Committee can hardly be realized. The comprehensive enhancement of the capability of independent innovation was written in the “Proposal of the CPC Central Committee on Formulating the 11th Five-Year Plan for National Economic and Social Development” and fully shows that independent innovation will become a top rank in the economic and social development during the 11th “Five-Year” period event. So what role does the government play in the independent innovation of enterprises? Comrade Wei Shaoxing, the government office of the autonomous region, conducted an in-depth study on this issue and formed the article entitled “The government should write 10 articles to guide enterprises in independent innovation”.
