天津商会作为近代天津工商两界的共同组织,原本是为解决庚子后津埠商务凋敝、市面滞塞,而建立的一个经济性的民间社团组织,其宗旨主要是联络商情,启发商智,促进商业,保护商利。然而,天津商会成立不久,就通过各种途径直接或间接地参与了各种革除社会颓风陋习、改善城市环境及维护社会秩序的活动,可以说清末民初的天津在禁烟、消防、卫生防疫和市政交通等社会生活的诸多领域,均感受到了天津商会的存在及其显著影响。
