一、我省水利执法工作的成绩和存在问题1989年,我省进行了水利执法大检查,可以看出,各级人大和政府对贯彻执行水利法规作了大量工作,取得了显著成绩:一是认真开展了水利法规的宣传教育,增强了广大干部、群众的法制观念;二是执法机构建设进展比较快;三是依法查处了一批违法案件,严历打击了破坏水利设施的不法行为;四是依法统一管理水资源的工作有了较大进展;五是防汛抗洪、河道治理、水工程保护、水土保持、渔业生产等各项水事活动开始纳入法制轨道。
