1945年11月8日,大连市政府成立。此后,根据《施政纲领》和《惩治汉奸条例》,先后镇压了民愤极大、血债累累的大汉奸潘澄宇、隋云崶、张本政等人,为人民除了大害;1953年6月15日,旅大市人民检察署对宋大智等14名罪犯提起公诉,旅大市人民法院于11月22日进行宣判;1956年8月,最高人民检察院对日本侵略大连期间的战争罪犯,前日本关东州厅警察部特高课长潮海辰亥、前关东地方法院检察局思想检查官田中魁、前日本大连水上警察署巡查部长清古秀松等,同其他351名被告一起被宣布从宽处理,免予起诉,即行释放。
